A breakthrough has been made to maintain and improve the quality of the environment, namely by enacting a Car Free Day or “Motorized Vehicle Free Day (HBKB).” This movement has been carried out worldwide, and every September 22 has been designated as World Car Free Day. The Malang City Government has also participated by holding a Car Free Day or Sunday Market every Sunday from 08.00 WIB to 12.00 WIB at the Gajayana Stadium. Apart from being an effort to create a cleaner atmosphere in Malang, free from air pollution due to vehicle exhaust emissions and noise due to vehicle engine noise, the implementation of Car Free Day also has a positive side in terms of the economy; namely, it can increase the income of microeconomic actors such as street vendors. Five sell around the location of the Car Free Day road segment. Street vendors (PKL) have the same meaning as street vendors, which are defined as people who peddle goods and services for sale in a place that is a space for the public interest, especially in public areas such as on roadsides and sidewalks. The use of public space usually occurs in strategic places, including formal city activities, such as during the Car Free Day.

Since the economic crisis in Indonesia in 1998, many economic activities have shifted to the informal sector, one of which is street vendors. One is Car Free Day, which started in 2011 in Malang City. Car Free Day or Sunday Market at Gajayana Stadium is a crowded place always visited by the public on Sundays. This is intended to break the chain of the spread of the COVID-19 virus. Of course, this impacts the street vendors who sell there. In addition to open discussions, researchers will hold a Tik Tok creativity competition which contains the distribution of aspirations based on Critical Thinking. Critical thinking is a high-level thinking ability that is a component issue of 21st-century intelligence. In another study, the Tik Tok application has been applied as a media campaign for the handwashing movement for corona prevention. TikTok is a social media application that became a popular culture in Indonesia starting in early 2020 yesterday [4]. Therefore, researchers think that Tik Tok will be the suitable social media to channel aspirations in this community service.

The Group Discussion Forum agreed that an open discussion would be held on Saturday, August 14, 2021, in a hybrid manner that combines direct and interactive physical and virtual meetings. The team had activities with physical or offline meetings with strict health protocols to facilitate communication and coordination during the event. At the same time, all participants, guests, and speakers held events remotely or virtually. In addition, it was also agreed that there would be keynote speakers, including: 1) Agung H. Buana as the representative of DISBUDPAR of Malang City; 2) Oka Djauhari as the representative of the jury; 3) Richi Muammar Andini as the representation of the jury; 4) Heppy Jundan Hendrawan as a representative of the academic element, 5) T.I. Kuncoroaji as moderator. The four speakers or speakers explained their views on the impact of closing the Car Free Day based on their fields. Then, together with representatives of DISBUDPAR of Malang City, an open discussion forum discussed the views of approaching the Car Free Day according to DISBUDPAR, and jointly found a win-win solution to problems with the impacts caused. Meanwhile, together with the jury representatives, an open discussion discussed the views and aspirations of the community regarding the closure of Car Free Day based on the works submitted during the implementation of the East Java Car Free Day: TikTok Competition.

The first activity is the Tik Tok Competition, which aims to filter all aspirations of the citizens of Malang regarding the temporary closure of CarFree Day, especially for street vendors or stakeholders. This vocal delivery of aspirations is also a forum for discussions with the Malang City Government to find common ground or solutions to these problems. The existing solution is to use the Tik Tok media for activities for the community or stakeholders and street vendors while waiting for the Car Free Day area to reopen. Some suggestions that can be submitted regarding the implementation of activities are as follows 1) There is a need for continuous accompaniment or guidance to the community during the temporary closure of Car Free Day; 2) It is hoped that open discussions can be carried out offline so that they are more effective and can attract many discussion participants; 3) There is a need for further discussions regarding evaluating or monitoring the digital use of the Tik Tok platform as a substitute for communities and stakeholders.
